Kashempur sore over slow pace of works



Bandeppa Kashempur, MLA, has urged officials to spend funds set aside under the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) before the end of the financial year.

At a review of development programmes at the Bidar Taluk Panchayat on Thursday, Mr. Kashempur expressed shock at the slow progress of work. Only around 20 per cent of funds had been spent under the MNREGA in all gram panchayats; this was not acceptable, he said.

He urged officials to create awareness about the job scheme and ensure more labourers were given work under it.

They should try to spend at least half the funds set aside in each panchayat, he said.

He instructed Suryakant Phulekar, taluk panchayat executive officer, to take action against officials who don’t speed up works.

The MLA said he would visit two villages in Bidar taluk to inspect works and interact with residents on Friday.

Asst Prof commits suicide.



An Assistant Professor committed suicide by hanging himself here, apparently dejected over delay in awarding punishment to those who were responsible for the suicide of his son and on unkept promises of compensation by the government, police said today.

57-year-old Manikrao Suryavamshi, Assistant Professor of English in a Government College, in his death note on Sunday stated that the delay in punishing those who drove his son, a Panchayat Development Officer, to suicide as the reason for his taking the extreme step.

"The government officials and political leaders including the present Chief Minister Jagadish Shettar, who was Rural Development and Panchayat Raj Minister then, visited my residence in 2011, promised to bring the culprits to book and assured compensation to my family", stated in his death note.

"The culprits who are responsible for my son's death have secured bail and are leading a happy life now. This is the result of the failure of the system. I am dejected in life by the rampant corruption and harassment of sincere people", he stated.

Manikrao's son Vijaykumar who was serving as Panchayat Development Officer of Byalahalli in Bhalki taluk committed suicide by hanging on Noveber nine, 2011 as he was unable to bear the harassment of his seniors including a top official of the panchayat.

The suicide had triggerred off public outrage and even strike by PDOs then. (PTI)

Dairy development in Bidar



Karnataka Veterinary, Animal and Fisheries Sciences University (KVAFSU) will start diploma courses in hygienic meat production, packing and storage, said C. Renuka Prasad, Vice-Chancellor, here on Thursday.

He was speaking at a function organised to mark KVAFSU’s Foundation Day. A programme to adopt Bidar district for comprehensive dairy development was launched on the occasion.

“KVAFSU will organise training programmes for slaughterhouse workers and meat traders about hygienic waste disposal. We have already conducted such training sessions in Bangalore. A model slaughterhouse will be established here, on the lines of those set up by the university in Bangalore and Shimoga,” he said.

“The university will also take up preservation of the Deoni breed of cattle. Only 1,500 heads of cattle of this breed are there in the district. A separate programme will aim at crossbreeding Deoni with high-yielding exotic varieties of cattle,” he added.

“A long-term plan is being implemented to increase the district’s milk yield to 2 lakh litres a day. We also plan to urge the government to come out with total health coverage of all animals,” the Vice-Chancellor said.

Karnataka govt sanctions Rs. 242 cr. for college buildings



The State government has released Rs. 242.55 crore for construction of government first grade college buildings, additional classrooms and toilets in 30 districts.

Officials in the Higher Education Department told The Hindu that funds would be utilised for construction of 8,145 buildings, 14,680 additional rooms and 1,430 toilets in all districts of the State.

Minister for Higher Education C.T. Ravi has released Rs. 16.1 crore for construction of 500 buildings, 1,025 additional rooms and 85 toilets in Chikmagalur. Incidentally, Mr. Ravi was elected to the Assembly from Chikmagalur constituency.

The highest amount was sanctioned to Mysore districts: Rs. 21.15 crore for construction of 1,250 buildings, 785 additional rooms and 80 toilets, while the least was sanctioned to Bijapur: Rs. 2.3 crore for construction of 200 classrooms and 30 toilets.

The private Helipads are coming up in Bidar.

With former minister G Janardhana Reddy languishing in jail, his trusted lieutenant B Sriramulu, who is heading the BSR party, has hit upon a novel idea for campaigning in eight districts where he and the Reddys have a clout.

Sriramulu is in the process of setting up eight helipads in North Karnataka to ensure that Reddy completes his poll campaign in quick time in case the former minister is not granted bail.

The private helipads are coming up in Bidar, Gulbarga, Koppala, Bagalkote, Raichur, Belgaum, Chitradurga and Haveri. The land for the helipad is being sponsored by party members and the plot size varies from half an acre to one acre. Each helipad costs more thanRs.25,000 for development.

"We are hoping that our leader (Reddy) will be out of jail by the time elections are declared. We will seek the court's permission for Reddy to campaign if he doesn't get bail. We are preparing for all alternatives," S Betageri, chairman, campaigning committee, BSR Party said.

Janardhana Reddy was known for using luxury SUVs and MUVs during the poll season. However, this time choppers will be used as the two leaders have decided to heli-hop across the state in their race against time. Reddy, facing trial in the illegal mining scam, is getting no relief from courts despite repeated pleas.

Reddy's counsel will seek at least four days' permission for Reddy to campaign and heli-hopping will allow him to reach out to as many voters as possible, even in remote areas where the party has its vote bank, according to Betageri.

While Reddy's counsel recently moved court in Andhra Pradesh, seeking the release of his chopper, Rukmini - a Bell 407 - which was seized by the CBI after his arrest, the BSR party is planning to use it during election campaigning.

To ensure their plans don't go awry, they will also rent a six-seater helicopter for six months for poll-related use, Betageri said.

Reddy, known for his lavish lifestyle, would earlier commute between cities by chopper, even heli-hopping between Bellary and Bangalore for breakfast. But this time, it is not a luxury, it has become a necessity.

It is more than a year since Reddy is languishing in the jail. The BJP has severed ties with the Reddys after they were named in mining scam. Subsequently, the Reddys launched their political outfit, which is headed by Sriramulu.

What’s holding back Bidar’s veterinary university?



Lack of staff, few research initiatives are the varsity’s biggest problems

Has the Karnataka Veterinary, Animal and Fisheries Sciences University, headquartered in Bidar, served the purpose it was set up for? With the varsity’s seventh foundation day approaching, this question is doing the rounds in academia.

The government established the university on the recommendations of the D.M. Nanjundappa committee, through an Act passed in February 2004. The then Governor T.N. Chaturvedi inaugurated it on January 16, 2005.

“On the university’s logo, we declared that it would be ‘rural oriented and farmer friendly’. If you ask me if these aims have been achieved, I will say ‘no’” said R.N. Srinivas Gowda, its founding Vice-Chancellor.

“A university in agriculture or allied fields has the minimum mandate of teaching, research and extension. The teaching-learning process in the university is ok. But there is no visible research or extension work being done,” he said.

Accreditation

Insiders point out the university’s many challenges. First, the veterinary colleges in Hassan and Shimoga, which were started four years ago, are yet to be accredited by the Veterinary Council of India.

The transfer of research and extension centres, such as the Amrit Mahal breeding farm, from the University of Agriculture Sciences is unresolved.

Recruitment

Second, there is severe shortage of teachers and non-teaching staff.

The first round of recruitment of 122 teachers proved controversial for having violated the government’s reservation policy. An inquiry pointed out several irregularities in the recruitment process, but the government is yet to act on this report.

Besides, there has been no recruitment of non-teaching staff in these seven years. The staff are all on contract, a senior officer of the university said.

Lack of research

Third, in the last seven years, the university has not released improved varieties of animals, birds or fishes. Not enough research has been taken up to produce disease-resistant varieties, a professor said.

“Our extension work leaves much to be desired. A survey was conducted on the needs of farmers in each district, but no action has been taken,” a senior officer in the extension wing said. He cited lack of funds and shortage of personnel as the reasons.

Patronage

The university’s academic council has decided to hold the annual convocation and foundation day function in Bangalore this year, saying neither the Governor nor the students would participate in the function if it was in Bidar.

In fact, Mr. Chaturvedi was the last Chancellor to visit the university.

“This clearly shows that the university has failed to develop a character of its own. Its image remains that of an institution where the students who passed out from here don’t want to come back for the convocation. This is unfortunate,” said Lakshmi Bavge, district secretary of the Students Federation of India.

“The political leadership has been indifferent to the university too,” said Khaji Arshed Ali, former MLC and journalist. “Two of our district in-charge Ministers, Revu Naik Belamagi and Mirajuddin Patel, have been Pro-Chancellors of by virtue of being Animal Husbandry Ministers. But their contribution to the development of the university has been next to nothing.”

Looking ahead

Vice-Chancellor C. Renuka Prasad considers the problems teething troubles. The university was working towards realising the ideals with which it was established, he said.

Among the proposed initiatives, he said, were foreign exchange programmes for teachers and students, and a revamped research directorate.

Teachers had been asked to get sponsored projects and a proposal had been submitted to the State government to allot land in each district to set up extension wings, along the lines of krishi vigyan kendras, Dr. Prasad said.

ನಶಿಸಿ ಹೋಗುತ್ತಿರುವ ರಾಷ್ಟ್ರೀಯ ಕ್ರೀಡೆ ಹಾಕಿಯನ್ನು ಉಳಿಸಿ ಬೆಳೆಸುವ ಉದ್ದೇಶದಿಂದ ಬೀದರನಲ್ಲಿ ಕರ್ನಾಟಕ ಹಾಕಿ ಅಕಾಡೆಮಿ ಸ್ಥಾಪಿಸಲು ಉದ್ದೇಶಿಸಲಾಗಿದೆ ಎಂದು ಎನ್‌ಐಎಸ್‌ ಹಾಕಿ ತರಬೇತಿದಾರ, ಮಧ್ಯಪ್ರದೇಶ ಹಾಕಿ ಅಕಾಡೆಮಿ ಸಂಸ್ಥಾಪಕ ರಾಜಕುಮಾರ ಚೌಬೆ ಹೇಳಿದರು. ಶನಿವಾರ ಸುದ್ದಿಗೋಷ್ಠಿಯಲ್ಲಿ ಮಾತನಾಡಿದ ಅವರು, ಉತ್ತರ ಕರ್ನಾಟಕದಲ್ಲಿ ರಾಷ್ಟ್ರೀಯ ಆಟ ಹಾಕಿ ಅವಸಾನದಲ್ಲಿದೆ. ದಕ್ಷಿಣ ಕರ್ನಾಟಕ ಭಾಗಕ್ಕೆ ಮಾತ್ರ ಆಟ ಸೀಮಿತವಾಗಿದೆ. ಕೇವಲ ಆ ಭಾಗದ ಕ್ರೀಡಾಪಟುಗಳು ಮಾತ್ರ ಹಾಕಿ ಕ್ರೀಡೆಯಲ್ಲಿ ಭಾಗವಹಿಸುತ್ತಿದ್ದಾರೆ ಎಂದು ಅಸಮಾಧಾನ ವ್ಯಕ್ತಪಡಿಸಿದರು. ಹಾಕಿ ಕ್ರೀಡೆಗೆ ಬೀದರ ವಾತಾವರಣ ಪೂರಕವಾಗಿದೆ. ಈ ಹಿಂದೆ ಅನೇಕ ಸ್ಥಳೀಯ ಪ್ರತಿಭೆಗಳು ರಾಜ್ಯ, ರಾಷ್ಟ್ರ ಮಟ್ಟದವರೆಗೆ ಸಾಧನೆ ಮಾಡಿದ್ದರು. ಹೀಗಾಗಿ ಜಿಲ್ಲಾಡಳಿತ, ಜನಪ್ರತಿನಿಧಿಧಿಗಳು, ಸಂಘ ಸಂಸ್ಥೆಗಳ ಸಹಕಾರದೊಂದಿಗೆ ಹಾಕಿ ಅಕಾಡೆಮಿ ಸ್ಥಾಪಿಸಲಾಗುವುದು. ಜೊತೆಗೆ ಹಿಂದಿನಂತೆ ಮತ್ತೆ ಈ ಭಾಗದಲ್ಲಿ ಹಾಕಿ ಕ್ರೀಡೆಯ ಜನಪ್ರಿಯತೆ ಹೆಚ್ಚಿಸಲು ಪ್ರಯತ್ನಿಸಲಾಗುವುದು ಎಂದು ಹೇಳಿದರು. ಮಧ್ಯಪ್ರದೇಶದ ಜಬಲಪುರ, ಭೂಪಾಲನ ನರ್ಸಿಂಗ್‌ಪುರ ಜಿಲ್ಲೆಗಳಲ್ಲಿ ಹಾಕಿ ಅಕಾಡೆಮಿ ಸ್ಥಾಪಿಸಿ, ಅಲ್ಲಿಯ ಯುವಕರಿಗೆ ಹಾಕಿ ತರಬೇತಿ ನೀಡಿದ್ದೇನೆ. ಎರಡು ವರ್ಷಗಳ ತರಬೇತಿಯಲ್ಲಿ ಅಕಾಡೆಮಿಯಿಂದ 18 ಹಾಕಿ ಪಟುಗಳು ರಾಷ್ಟ್ರ ಮಟ್ಟದಲ್ಲಿ ಭಾಗವಹಿಸಿದ್ದಾರೆ. ಕ್ರೀಡಾಕೂಟದಲ್ಲಿ ಭಾಗವಹಿಸಿದ 16ಜನ ಸರ್ಕಾರಿ ಹುದ್ದೆ ಪಡೆದಿದ್ದಾರೆ ಎಂದರು. ಬೀದರನಲ್ಲಿಯೂ ಕರ್ನಾಟಕ ಹಾಕಿ ಅಕಾಡೆಮಿ ಸ್ಥಾಪಿಸಿ, ತರಬೇತಿ ನೀಡಿ ಅಂತಾರಾಷ್ಟ್ರೀಯ ಮಟ್ಟದಲ್ಲಿ ಆಡುವಂತೆ ಹಾಕಿ ಆಟಗಾರರನ್ನು ತಯಾರು ಮಾಡುತ್ತೇನೆ. ಜಿಲ್ಲೆಯ ಪರಿಶಿಷ್ಟ ಜಾತಿ, ಮುಸ್ಲಿಂ ಹಾಗೂ ಪಂಜಾಬಿ ಸಮುದಾಯದ ಅನಾಥ, ಬಡ ಕುಟುಂಬದ ವಿದ್ಯಾರ್ಥಿಗಳನ್ನು ಹಾಕಿ ಪಟುಗಳನ್ನಾಗಿ ಮಾಡಲು ದತ್ತು ತೆಗೆದುಕೊಳ್ಳಲು ನಿರ್ಧರಿಸಿದ್ದೇನೆ. ಇದರಿಂದ ಅಂಥ ಮಕ್ಕಳ ಬದುಕು ಹಸನಾಗುವುದಲ್ಲದೆ, ಸರ್ಕಾರಿ ಹುದ್ದೆ ಸಿಗುವ ಸಾಧ್ಯತೆಗಳಿವೆ ಎಂದರು. ಬೀದರಿನಲ್ಲಿ ಮೂರು ಹಾಕಿ ಗ್ರೌಂಡ್‌ಗಳಿವೆ. ಅಲ್ಲಿ 200 ಹಾಕಿ ಆಟಗಾರರಿಗೆ ತರಬೇತಿ ನೀಡಬಹುದು. 8ರಿಂದ 16ವರ್ಷದ ವರೆಗಿನ ಬಾಲಕ ಬಾಲಕಿಯರು ತರಬೇತಿಗೆ ಅರ್ಹರು. ಇಲ್ಲಿಯ ಮಿಷನ್‌ ಸ್ಕೂಲ್‌ ಅನಾಥಾಲಯದ 60 ವಿದ್ಯಾರ್ಥಿಗಳು, ಕ್ರೀಡಾ ಇಲಾಖೆ ವಸತಿ ನಿಲಯದ 100 ವಿದ್ಯಾರ್ಥಿಗಳು, ಗುರುನಾನಕ ಟ್ರಸ್ಟ್‌ ಸೇವಕರ 64 ಮಕ್ಕಳಿಗೆ ಹಾಕಿ ಆಟದ ತರಬೇತಿ ನೀಡಲು ಉದ್ದೇಶಿಸಲಾಗಿದೆ ಎಂದು ಹೇಳಿದರು. ಬಡ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಉಚಿತ ಹಾಕಿ ತರಬೇತಿ, ಬ್ಯಾಲೆನ್ಸ್‌ ಡಾಯಿಟ್‌ ನೀಡಲಾಗುವುದು. ಜತೆಗೆ ಸರ್ಕಾರಿ ಹಾಗೂ ಖಾಸಗಿ ಆಸ್ಪತ್ರೆಗಳಲ್ಲಿ ವೈದ್ಯಕೀಯ ಚಿಕಿತ್ಸೆಯನ್ನು ಉಚಿತವಾಗಿ ನೀಡಲು ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗುವುದು. ಅಕಾಡೆಮಿಯಿಂದ ಶಿಕ್ಷಣಕ್ಕೆ ನೆರವು ನೀಡುವ ಪ್ರಯತ್ನ ಮಾಡಲಾಗುವುದು. ಇದಕ್ಕಾಗಿ ಕರ್ನಾಟಕ ಹಾಕಿ ಸಂಘ, ಯುವಜನ ಸೇವಾ ಮತ್ತು ಕ್ರೀಡಾ ಇಲಾಖೆಯ ಅಧಿಧಿಕಾರಿಗಳು ಹೆಚ್ಚು ಗಮನ ಹರಿಸಬೇಕು ಎಂದರು

ಸೈಕಲ್ ಮೇಲೆ 24 ರಾಜ್ಯಗಳ ಪ್ರವಾಸ ಕೈಗೊಂಡಿರುವ ಸವಾರರೊಬ್ಬರು ಗುರುವಾರ ಬೀದರ್ ನಗರಕ್ಕೆ ಆಗಮಿಸಿದ್ದಾರೆ.

`ಐದು ವರ್ಷದಿಂದ ಸೈಕಲ್ ಯಾತ್ರೆ ಕೈಗೊಂಡಿದ್ದೇನೆ' ಎಂದು ನಗರಕ್ಕೆ ಆಗಮಿಸಿದ್ದ ಬೆಂಗಳೂರು ಜಿಲ್ಲೆಯ ಚಿಕ್ಕತಿರುಪತಿ ಗ್ರಾಮದ ನಿವಾಸಿ ಅಮನ್‌ದೀಪ ಸಿಂಗ್ ಗುರುವಾರ ಪ್ರತಿಕ್ರಿಯಿಸಿದರು.

ವಿವಿಧ ರಾಜ್ಯಗಳಿಗೆ ಭೇಟಿ ನೀಡುವ ಉದ್ದೇಶವಿದೆ. ದುಶ್ಚಟಗಳಿಂದ ಆಗುವ ದುಷ್ಪರಿಣಾಮದ ಬಗ್ಗೆ ಇಂದಿನ ಯುವಕರಲ್ಲಿ ಜಾಗೃತಿ ಮೂಡಿಸುವುದು ಉದ್ದೇಶ ಎನ್ನುತ್ತಾರೆ.

ಕೆಲ ವಿದ್ಯಾರ್ಥಿಗಳು ದುಶ್ಚಟಗಳಿಗೆ ಬಲಿ ಆಗಿದ್ದರು. ಸೋದರಮಾವ ದುಶ್ಚಟಗಳಿಂದ ಸಾವನ್ನಪ್ಪಿದ್ದರು. ಇದು, ಜಾಗೃತಿ ಆಂದೋಲನಕ್ಕೆ ಪ್ರೇರೇಪಣೆ ಎನ್ನುತ್ತಾರೆ.
