Bidar Utsav will be held this year: Valyapure

The State government has decided to celebrate Bidar Utsav this year, Sunil Valyapure, district in-charge, said here on Thursday.

A preparatory meeting of officials planned here on November 9 would discuss issues related to the event, he said. A final format of the artists, events and funding for the celebrations would emerge after discussions with leaders and NGOs, he told presspersons.

Aimed at promoting tourism, the Bidar Utsav was started in 2006. The State government, however, cancelled the utsav at the last minute in April.

“The State government will fill all vacant posts in the district in the next few months. We will take up the appointment of senior officials such as the Assistant Commissioner, tahsildar, doctors and teachers in the district on priority,” Mr. Valyapure said.

Directed

The Minister directed NEKRTC officials to start operating tourist buses in Bidar and surrounding areas.

The State was also releasing funds to upgrade several projects, such as the teaching hospital at the Bidar Institute of Medical Sciences, Ring Road construction and construction of bridges over the Manjra in Bhalki taluk, he said.

A proposal to provide drinking water from Bandori Nala to Kohinoor and the surrounding villages in Basavakalyan taluk had been sent to the State government. We plan to spend Rs. 15 crore on this, Mr. Valyapure said-

Bidar utsava got cancelled..

The district’s annual festival — Bidar Utsav — was cancelled with just a few minutes left for the inauguration here on Saturday evening, leaving spectators, who numbered in thousands, to return home disappointed.

Deputy Commissioner Sameer Shukla announced the cancellation of the festival on the dais following the state government’s order at the last minute. He said the utsav was cancelled as the district was reeling under drought. Sources told Express that the DC was asked by the Chief Minister’s secretary to cancel the utsav.

MLA Bandeppa Kashempur told Express over phone that District In-charge Minister Revu Nayak Belamagi should have announced the cancellation of the festival a month earlier and saved crores of rupees collected by people for the utsav. Belamagi said he had informed MLAs and the DC earlier that he would not take part in the festival.

Bidar Utsav postponed

The Bidar Utsav has been postponed to April 7, 8 and 9 on account of the drought in the district. It was earlier scheduled for February 17, 18 and 19.

“The arrangements for the utsav are halfway through. Programmes have been fixed, negotiations with artistes are over and they have been paid. It is difficult to cancel the event now. Therefore, we are postponing it,” Deputy Commissioner Sameer Shukla had said on Friday.

When the district administration announced the dates of the utsav, it was criticised for being “wrongly timed”. Farmers' groups had accused the Government of squandering money on “song and dance” when the district was reeling under drought.

Karnataka Rajya Raitha Sangha leader Vishwanath Patil Koutha had questioned the need for organising the function.

Rahim Khan, MLA and Khaji Arshed Ali, MLC had criticised the administration, alleging it was focussing on organising the utsav and not on drought relief. The Government issued an order on January 23 banning all utsavs in the State. However, a delegation of MLAs led by district in-charge Minister Revu Naik Belamagi met Chief Minister D.V. Sadananda Gowda and urged him to exempt Bidar Utsav from the ban. They said the Bidar Utsav was not funded by the Government as a local committee was organising it with donations.

However, Mr. Gowda did not agree and directed them to follow the Government Order. “We will now focus on drought relief. I will convene a meeting of officials this week to review the drought situation,” Mr. Belamagi told The Hindu.
