Nod for Development Board for Hyderabad-Karnataka region

President Pranab Mukherjee, late on Wednesday evening, issued an order allowing Karnataka Governor to set up a separate Development Board for Hyderabad-Karnataka region, consisting of six districts, under the recently introduced Article 371J of the Constitution.

The districts to be benefited are: Gulbarga, Bidar, Raichur, Koppal, Yadgir and Bellary.

The Board has come into force with immediate effect. It will ensure equitable allocation of funds to meet the development needs of the region from the State Budget. It will promote employment from the region by providing for local cadres in service; and provide reservation in educational and vocational training institutions to the locals.

The Presidential Order has been issued under the “State of Karnataka (Special Responsibility of Governor for Karnataka-Hyderabad Region) Order, 2013” under Article 371J of the Constitution.

Union Railway Minister and Lok Sabha member from Gulbarga Mallikarjun Kharge told The Hindu that the dream of the people in the six backward districts for the last 12 years had come true now with the establishment of the Board for their development. The districts would get special financial packages from various central ministries meant for development of backward areas and this could not be considered discriminatory.

As there was a constitutional protection – under Article 371J – the decision for providing reservation in jobs or educational institutions or other privileges could not be questioned before the court of law, Mr. Kharge said.

Informed sources said 21 out of 39 taluks in the six districts were “most backward”. The report on the human development index of regions also confirmed the same.

Bidar is in need of immediate attention for preservation

Bidar is in need of immediate attention for preservation

Samiti bats for setting up of Central University in Bidar

The Hyderabad Karnataka Janapara Sangharsha Samiti has demanded that the Union and State governments relocate the Central University proposed at Srirangapatna in Mandya district to Bidar district, which has the highest concentration of Muslims in the State. President of the samiti Laxman Dasti told presspersons here on Sunday that the decision of the Union government to locate the proposed university at Srirangapatna was “ill-conceived”.

Constructing the university in an area that has high Muslim population would achieve the desired result of helping minority communities. Mr. Dasti said in the Hyderabad Karnataka region, the concentration of minority population was very high when compared to elsewhere in the State.

It would be apt for the government to establish the university in the Hyderabad Karnataka region, particularly in Bidar, he said.

He said Bidar had the highest population of minorities of 19.69 per cent, followed by Gulbarga with 17.6 per cent, Raichur 13.6 per cent, Koppal 11.47 per cent, and Bellary 12.72 per cent. The Union government has identified Gulbarga and Bidar district as minority-concentrated districts in the country and had taken up special development plans for the welfare of the minorities.

Taking this into account, Mr. Dasti said Chief Minister Siddaramaiah should intervene and persuade the Union government to relocate the university to Bidar.

The samiti would take up a postcard campaign from Monday, and post letters to the Chief Minister to intervene in the matter.

He said a delegation would meet the Chief Minister in Bangalore and apprise him of the need to relocate the university to Bidar. The samiti would also write to the Union Minister for Minority Affairs K. Rahman Khan. Bidar which was the capital city of the Bahamani Sultanate has a rich cultural history and establishing the university here would revive the forgotten era, he said.

Bidar only South Indian monument to figure in latest World Monuments Fund list

According to the World Monuments Fund, the sites in the list are crying for immediate attention for preservation, protection, and adaptive reuse.

Bidar has three national monuments - Bidar Fort, Ashtur tombs and the Madrasa of Mahmud Gawan.

House of Sheikh Salim Chisti in Fatehpur Sikri and Juna Mahal in Rajasthan are also on the list

The historic city of Bidar figures in the 2014 World Monuments Watch list released by the World Monuments Fund (WMF), a New York-based NGO working for the protection of monuments.

WMF president Bonnie Burnham announced the list in New York on October 8, according to P.C. Jaffer, Deputy Commissioner of Bidar. The WMF had received 741 proposals from 166 countries. But the final list contains 67 sites from 41 countries.

The three sites in India to figure in the list are the house of Sheikh Salim Chisti in Fatehpur Sikri, Juna Mahal in Rajasthan and “the historic city of Bidar”. These, according to the list, are sites are in need of immediate attention for preservation, protection, and adaptive reuse.

Benefits

Mr. Jaffer said the announcement would benefit the city in many ways. It would attract worldwide attention, leading to increased tourist footfalls. It would also help the government get technical advice and support from institutions specialised in the preservation of monuments.

“It could also help us raise funds from the government or donor agencies for protection and preservation of monuments,” Dr. Jaffer said.

Bidar has three national monuments - Bidar Fort, Ashtur tombs and the Madrasa of Mahmud Gawan. The city also has 20 sites recognised by the State Department of Archaeology and Heritage and over 40 unrecognised sites of the medieval periods.

“We will upload the WMF recommendations on the district website. We will also open a Facebook page on Bidar on the WMF watch list and raise awareness about the issue,” the Deputy Commissioner said.

Two interpretations centres would be set up in the Bidar Fort and at Ashtur at a total cost of Rs. 80 lakh. This would provide information to tourists on the architectural and cultural aspects of monuments. In this background, an international seminar on Bidar’s heritage would be organised in January.

According to a release issued by Ms. Burnham, a copy of which was sent to the district administration, the list contains sites that are facing several preservation challenges like climate change, armed violence, neglect by authorities, lack of resources or even increased tourism activity that can damage monuments. An independent panel of international experts on archaeology, culture and preservation had prepared the list, Ms. Burnham said.

Over 150 sites have been preserved and protected by the WMF and its associate organisations in several countries since 1996. Famous sites restored by the WMF personnel include Venice in Italy, Gokarna Mahadev temple in Nepal, and the Citadelle Laferrière in northern Haiti.

The WMF also takes up restoration works on sites referred by Unesco.
