Land in Bidar for HAL project may get Cabinet nod

The ambitious plan of the Hindustan Aeronautics Limited (HAL) to set up a manufacturing unit for its Advanced Utility Helicopter (AUH) will come up before the Cabinet on Thursday. The land identified for the project in Bidar will be discussed.

HAL is likely to get the approval for the project with Defence Minister A K Antony already having expressed interest in it.

Former chief minister and Bidar Congress MP Dharam Singh, who has been backing the project, has already held discussions with Antony in this regard.

Speaking to Deccan Herald, he said, “I met Antony three months ago and requested him to allow this project to come up in Bidar. The district will hugely benefit from this project. It will also help generate employment. Antony has promised that his ministry will give the clearances, if the State government helps in securing land for the project. The district also has an airport. So, I said priority should be given to Bidar.”

Singh said he had also held discussions with Chief Minister D V Sadananda Gowda about the proposal. “Gowda seemed very positive about the project. The district has been neglected for a long time now,” he said.

The MP said there was availability of revenue land at two to three places in the district, including Aurad and Bhalki, for the project.

Normal office hours restored in 8 districts.

The State government has withdrawn the order changing the office hours in the eight districts of North Karnataka in the summer months of April and May. It has restored the normal office hours.

In an order issued by the Department of Personnel and Administrative Reforms on Tuesday, it has been stated that due to exigencies, the office hours (from 8 am to 1.30 pm) have been reverted to 10 am to 5.30 pm in all the six districts of Gulbarga division, namely, Bidar, Gulbarga, Yadgir, Raichur, Koppal and Bellary, and in Bijapur and Bagalkot districts of Belgaum division.

This order is only for the year 2012-13.

According to Water Resources Minister Basavaraj Bommai, who is also the Gulbarga district in charge minister, the special office hours for the government staff in the eight districts have badly affected the drought relief works. Therefore, the office hours have been restored to the normal hours.

‘Unilateral decision’
B S Desai, district president of the Karnataka State Government Employees’ Association, has criticised the government for unilaterally withdrawing the only privilege given to the employees for the last 40 years.

Desai told Deccan Herald that the Association State president Bhyrappa would meet the chief minister and apprise him of the need to withdraw the latest order.
The Association president said that the district executive committee of the Association was hold a meeting on Tuesday night to chalk out its course of action.

Bidar utsava got cancelled..

The district’s annual festival — Bidar Utsav — was cancelled with just a few minutes left for the inauguration here on Saturday evening, leaving spectators, who numbered in thousands, to return home disappointed.

Deputy Commissioner Sameer Shukla announced the cancellation of the festival on the dais following the state government’s order at the last minute. He said the utsav was cancelled as the district was reeling under drought. Sources told Express that the DC was asked by the Chief Minister’s secretary to cancel the utsav.

MLA Bandeppa Kashempur told Express over phone that District In-charge Minister Revu Nayak Belamagi should have announced the cancellation of the festival a month earlier and saved crores of rupees collected by people for the utsav. Belamagi said he had informed MLAs and the DC earlier that he would not take part in the festival.

NK Region Govt office hours changed.

The State government’s decision to give relief to its employees in North Karnataka by changing the working hours in view of summer is feared to have an adverse impact on drought-relief works.

The Personnel and Administrative Reforms department has changed the working hours from 8 am to 1:30 pm with effect from April 2 in Gulbarga, Raichur, Koppal, Yadgir, Bellary, Bidar (all Gulbarga division), and Bagalkot and Bijapur (in Belgaum division). Normal working hours are 10 am to 5:30 pm. The changed timings will be in effect for two months.

The State government has already declared drought in 124 taluks, where people are facing acute scarcity of drinking water and fodder.

Sources said many deputy commissioners of these districts had opposed any change in working hours as they feared it would hamper the drought-relief works. A large number of employees travel long distances to reach their work spots. It would not be possible for them therefore to reach their offices at 8 am. Moreover, it is argued that the changed timings would also cause inconvenience to the employees as they have to travel to reach home at 1:30 pm when the temperature would be at its peak.

The Andhra Pradesh government does not change the working hours though the temperature soars to alarming levels in many parts every year. Though Karnataka changes working hours on humanitarian grounds, it should assess the impact, especially when the State is facing drought, before implementing it, sources said.

Sources also said the change in hours would affect the effective implementation of Sakala, the government’s flagship IT-enabled programme to deliver various services in time. Sakala was implemented State wide          from April 2.

Dharam Singh plumps for Bidar development in Delhi

A delegation led by former Chief Minister and Bidar MP, N Dharam Singh, called on Prime Minister Manmohan Singh and demanded release of Rs 400 crore from the Prime Minster’s Fund to develop Bidar as a pilgrim city.
Gurudwara Nanak Jhira Saheb is a leading and historical Sikh shrine situated in Bidar, which is visited by thousands of pilgrims daily.

But the town has no required infrastructure facilities to accommodate pilgrims, Dharam Singh said.
To develop the town, a sum of Rs. 400 crore was sought from the Prime Minister’s fund, the memorandum submitted by the former chief minister to the Prime Minister said.

The Gurudwara Jhira Nanak Prabhandhak Committee has decided to celebrate 500 years of “Jhira Pragat Samagam” in Bidar from April 27 to 29.

About 10 lakh pilgrims are expected to participate in the religious programme, the memorandum said urging the Prime Minister to sanction the special grant for developing Bidar as a pilgrim city.
The delegation comprised MLAs Eshwar Khandre, Rajshekhar Patil, Rahim Khan, Bandeppa Khashampur and Gurudwara Jhira Nanak Prabhandhak Committee President Balbir Singh, as well as former MLA Gundappa Vakil.

Train services:

For the benefit of pilgrims visiting Bidar from north India, Dharam Singh urged Union Railway Minister Mukul Roy and Union Minister of State for Railways K H Muniyappa to make arrangements for special train services from Amritsar to Bidar, Ambala to Bidar and Bareilly to Bidar on April 25 and for the return journey on April 30.

Invitation
He also requested an increase of trains running from Ganganagar in Rajasthan to Nanded in Maharashtra.
Mr. Dharam Singh has invited Congress President Sonia Gandhi to participate in one of the programmes as chief guest.

Airport
In a separate memorandum to Civil Aviation Minister Ajit Singh, Mr. Dharam Singh urged him to grant permission to use the airport at Bidar for the public.

The Defence Ministry has accorded permission to use the airport for civil aviation and the State government had spent more than Rs. 3 crore for creating amenities for the airport, he said.

But, GMR of Hyderabad had raised objections on developing such an airport within a 150-km radius of Rajiv Gandhi International Airport, Shamshabad (Hyderabad).

Mr. Dharam Singh urged the Civil Aviation Ministry to sort out the issue immediately, the memorandum said.

Centre considers quota for Hyderabad-K’taka region

The Centre, which is working on granting special status to the Hyderabad-Karnataka region, is learnt to have favoured to amend the Article 371 of the Constitution to provide reservation in employment and education sector for the candidates of the backward region.

The Union Ministry of Home Affairs, which has prepared a draft Cabinet note, also emphasised on providing special financial grant to certain developmental projects in the region.

Besides, a separate council will be set up comprising local elected representatives and nominated members to monitor the developments schemes to ensure its speedy execution.

Though the Centre had earlier promised to provide some financial grant to take up developmental works instead of providing reservation in job and education, the home ministry has now agreed to accord special status considering astonishingly low human development index in the region, sources in the government told Deccan Herald.

As the process of granting special status involves massive task, including amendment to the Constitution, definite time frame cannot be fixed for the final decision, sources said adding it may materialise before the next Assembly elections in the state which is in due early next year.

At present the Centre has accorded special status to several backward regions of the country, including Telangana in Andhra Pradesh. As Telangana’s special status is complicated to implement, leaders from Karnataka sought little flexible method in providing job and employment reservation which was agreed by the Centre, sources added.

Reservations

After the amendment to the Constitution by the Centre, the Karnataka government can also frame some rules to provide job reservations in recruitment of group A and B posts by making separate quota for the residents of six districts backward districts of North Karnataka region including Gulbarga, Yadgir, Raichur, Bidar, Koppal and Bellary.

Home Minister P Chidambaram on Saturday admitted that the Centre is working on the proposal submitted by the Karnataka government and the Union Cabinet would take a final call.

Speaking to Deccan Herald, Union Labour and Employment Minister Mallikarjuna Kharge said to match the Central grant, the state government should also sanction financial grants for the development of the region.

He said the state government’s proactive steps should be needed for getting special status at the earliest.
